Benson WongandGitHub a667c57d2e internal/server: gate UI embed behind embed_ui build tag (#880) 
- Replace the ui_dist placeholder.txt hack with a build-tag guard. 
- Update Makefile and goreleaser to use new tags 
- Small UI and build improvements while I'm at it
